How Gujarat has become ‘Vibrant’

Makar Sankranti (January 14) goes by different names in different parts of our country. In Tamil Nadu, it is celebrated as Pongal. In Assam, it brings song, dance and joy in the name of Bihu. In Punjab and in several other parts of north India, it comes, a day or two in advance, as Lohri. People gather around ceremonial log-fire to warm themselves up on a cold night, singing Lohri songs and exchanging popcorn, peanuts, crystal sugar and sweets made out of til (sesame seeds). Every year my family has Lohri celebration at home, sharing our joy with friends, office colleagues and security personnel.

Makar Sankranti reminds me of the kite festival in Gujarat, the state which I represent in Parliament. On this day, the deep blue sky in Ahmedabad and other cities and towns of the state becomes a canvas for a vibrant splash of colours as tens of thousands of people climb their rooftops to celebrate the kite festival. Indeed, the International Kite Festival in Gujarat has become a major tourist attraction.

Vibrant Gujarat 2009Since 2003, the word ‘Vibrant’ has become associated with Gujarat in yet another manner, enhancing the national and international reputation of the state. Consider the fact that even in the current year of economic slowdown, the two-day Vibrant Gujarat Global Investors’ Summit 2009, which concluded in Ahmedabad on January 13, attracted promised investments of over Rs. 12 lakh crore. More than 8,500 Memoranda of Understanding were signed between the State government and the intending investors. These have the potential to create over 25 lakh additional employment opportunities. While the last three editions of the ‘Vibrant Gujarat’ summit in 2003, 2005 and 2007 together received promises for investment of over Rs 6.34 lakh crore, the 2009 summit alone had inked MoUs to invest 12 lakh crore.

This is how The Hindu newspaper reported it:

“The Chief Minister’s announcement was greeted with resounding noise of clapping with even foreign delegations and prominent industrialists from the country and abroad giving Mr. Narendra Modi a standing ovation for the achievement by a State in attracting industrial investments at a time when the global economy was facing recession.”

What accounts for Narendrabhai’s success? The answer is simple: he exemplifies the BJP’s commitment to Good Governance, Development and Security.

Gujarat has not only registered the fastest economic growth in the country, but also registered impressive successes in social development. The problem of drinking water, severe and perennial in many parts of the state, has been largely solved. The widely applauded Jyotirgram scheme has succeeded in providing 24×7 electricity supply to all the villages and hamlets in the state. School dropout rate, including in tribal areas, has drastically come down. Gujarat is a leader in slum improvement and urban renewal.

What gives me special satisfaction is that Gujarat has succeeded in brining down political and bureaucratic corruption in a way that is truly a model for other governments.

After the BJP’s success in winning a renewed mandate in the December 2007 Gujarat assembly elections, I had commented as follows:

“The Congress and its pseudo-secular supporters had sought to convert these elections into some kind of a national referendum on ‘communalism vs secularism’. Needless to say, they failed miserably in their plans.

“I consider the outcome of the Gujarat polls significant for another reason. It showed how a leader with integrity, courage and competence could count on people’s support to beat back a personalised campaign of vilification. I cannot think of any other leader in Indian politics in the past sixty years who was as viciously, consistently and persistently maligned, both nationally and internationally, as Modi had been since 2002. Sonia Gandhi even went to the extent of calling him ‘maut ka saudagar’ (merchant of death). I am happy that the people of Gujarat have given a fitting reply to the practitioners of this kind of toxic politics.”

It is amusing to find these days some sections of the media hostile to the BJP labouring hard to discern even in the Vibrant Gujarat event evidence of differences in the BJP.

I can only recall what I had said at a New Delhi press conference I had addressed shortly after our splendid victory in the Gujarat Assembly polls.

A lady correspondent had posed me the question. “Don’t you think Narendra Bhai is now becoming larger than the party? My reply to her query was: “It often happens in a family that a younger member records an achievement which no one else has made earlier. This only makes the whole family proud. The family never feels diminished on that account.”

    All what you said is fine and accepted !!!!

    No doubt Mr.Modi is very efficient and one of the finest chief minister country has produced.

    But at the same time this is also a Fact that Godhra happened during his tenure, assuming the government was not involved and that its a political propaganda, how do you justfiy that Mr.Modi has not tried anything to restore the confidence of Muslim community in BJP government in Gujarat?

    Now , one argument could be that economic benefits has trickled down to each and every religion and community (which I am sure is debatable) but it is just a compulsion of minorities as they need and shelter too !!! and it no way shows even an iota of hint that Mr.Modi feels that its his responsibility to accept the failure.

    I think if Mr.Modi can do something about this and accept his failure , it will not be good for Mr.Modi but for India too!!!!!!

    I entirely agree with you that Gujarat has succeeded in bringing down political and bureaucratic corruption but I don’t think its the case in every BJP ruled state. In karnataka for example its the exact opposite. I am a great admirer and believer of BJP’s principles and top leadership, I was very happy to see BJP come to power in for the first time in the South but the way this government is functioning is making me think whether voting for BJP was the right choice. I wish and hope that Gujarat’s model of leadership and development can be implemented in every BJP ruled state else Gujarat will become just an exception.

    Subsequent to your interesting blog on Governance which is very highly appreciated,there are some comments I would like to make:I think for a country as large as ours, that has seen terrible governance for most of its independence,it was indeed a welcome relief to have the NDA in power for 6 years,wherein we saw tremendous economic change, infrastructure development and good governance.I rue the day the NDA lost power, mainly because I can only imagine now how different our motherland would be if only the NDA would have had a consecutive term. We have similarly seen instances of best governance in various BJP/ NDA ruled states, starting with my state Goa under the able leadership of Mr Manohar Parrikar,Bihar with Mr Nitish Kumar,Gujurat,MP, Chhattisgarh, Uttaranchal, Karnataka and others.

    As an Indian and as a Goan,I am very saddened by this move of suggesting Sri Parrikar’s name as a candidate for MP,South Goa.Obviously this decision has not been taken understanding the fine nuances of Goan politics.It will neither be healthy for the state or central BJP.Sri Parrikar is undoubtedly the best candidate to run the state of Goa and he has shown his ability to the whole country by winning the Best Governed State award in various categories, year after year, during his term as the CM. His intelligence, honesty, ability to get things done on time in the various spheres of education, infrastructure development, good governance, made him the best CM. If ever Sri Parrikar lost power, I blame it on the politics played by the UPA in sending Governor Jamir and ruining the pace of development that was in motion.

    I am great fan of yours right from the beginning. The reason behind is the bold steps that you and your party members have taken during the governance and proved other countries that even India can play World politics rather then getting engorged in internal politics. I feel if you all would had come in full majority then lot other stuffs could had taken place.

    But there are certain issues which non of the political parties are taking into consideration. I understand that it is very difficult to make the thinking of the person as same in a party. But even though there should some similarity of thoughts. For example, if I see Karnataka, I can hardly find any difference between the last and the current governance. I still see the same road problem, the traffic problems, the constructions in hold in lot of places. So, as a common man, I feel that non of the governance is proving to do anything for the State. This is just one issue that I have pointed out.

    I see that people fight in the name of caste, religion, etc. Have we ever thought as why we are doing it. What is the root problem of it. One of my friend is from OBC, I never knew about him but came to know only when he took admission with that certificate. So, if you see here who is trying to create differences between people. I am not against any reservation, yes there should be reservation but not in the name of minorities, cast, religion, etc but as per the region, the region which are backward. Even this should be provided to certain extent and later i.e. during higher studies it could be just helping those persons by waiving education fees but not providing admission with different reservation scheme. Whatever reservation has to be there should be till the schoolings.

    There are lot of other issues, maybe its time to note down all the major issues and start correcting one bye one and I do believe that you as a person has that caliber and can see picture in broader picture.

    I have and Idea which can get BJP back to pwer at centre, and at the same time help alleviate Rural Poverty at a much faster rate.

    Since last one year, I have been working on the idea of using bicycle as one of the best means to eradicate poverty. Analyzing researches and experiments done on the subject, I found out that the bicycle has immense potential for rural growth and poverty reduction in India , since:

    1) Per capita bicycle ownership in India is dismally low (1/7) compared to other developing nations like China and Brazil .

    2) Price of bicycle in India , in relation with the per capita income, is 2 times compared to other developing nations like China and Brazil .

    4) Transport has shown to have the second biggest potential to eradicate rural poverty in India in last 4 decades. Increasing bicycle density to a normal level would induce a lot of rural growth.

    5) The main reason that is apparent for a low bicycle density in India is the higher relative purchase price for a family compared to other nations.

    6) If the purchase price of the bicycle is gradually reduced by 50% by providing subsidy, it will cause a spurt in bicycle ownership in India and subsequent substantial productivity increase.

    9) It is ironical that to support transport, huge subsidy is given on petrol, which is consumed majorly by middle class households, but not on bicycle, which is used majorly by poor households.

    10) Even if rural roads are there, a dismal bicycle density means a bottleneck for the rural transport.

    As BJP is the one of the two most significant political parties, I am forwarding the report made for its perusal (please click the link below). I see a hidden boon in bicycle for rural India , provided we recognize the massive improvement in productivity this equipment can bring.

We need fast action and visisble improvements in Karnataka, which are not diffcicult at all. If only he can come out of the cluthces of the builder,landshark& miner mafia.

    Even BJP cadres in our state, i would say , till now, has not worked to really in grass root level. They dont have a proper leadership. I would request you , to have a greater plan for our state, BJP should atleast concentrate in districts like Palakad,Thrissur where it has got good roots, instead of just contesting in all seats.Let the entire BJP work for one or two main district. Advaniji, I sitting in a gulf Country, realises like lakhs of expat keralites here, that what is real secularism and how free is our great country , Bharath. How well they treat all as Indians, not as muslims, christains, Hindus etc? Here an Indian Muslim and Indian Hindu is treated as least priority or third class expats.     That is what each one of us is looking forward from the govt. Development, like the state of Gujarat, like whats happening in MP, slowly but steadily. Common man in Kerala is fed up with harthals and strikes. We need alternative governance like the one which is happening in Gujarat under the leadership of Narendra Modi. I dont want to work outside my state. If only kerala had better industrial development, proper infrastructure, Less strikes, Less coruption and less political gundas and mafias. less dependence on other state for our day to day staple. One more thing i would suggest, being an expat here, NRI as all of you call, whenever an election happens we follow, but feel very sad from inside, being Indians we cant vote. This should change.     Circa 2009 other than Advani not many top brass leaders are seen in reginioal media; jaitley and other few are seen but most of time in debates on english channels. Fresh faces is another big challenge and most important issue at hand is differences with various parties of NDA alliance; in TN no big choice left, in AP no idea who will be part of NDA, in MH bjp is weak party than what it was and SS split will cause votes division, Mr patnaik is rasing concerns and showing unhappiness over few issues, Nitish kumar is keeping some distance now a days, WB no choice again, UP is again shaky with resignation of Mr singh. To be honest other than KAR, Guj, MP and few small states NDA has lots of homework to do and very fast.

    What is really required is introduction of honest fresh faces and lots of media presence at regional and national level.

Economic growth is also important but the people are more important.     Can following things be done
    1) Increase in police forces as we are trying to deal with huge population.
    2) Equip them with good infrastructure so that they can reach the place where crime is happening as soon as possible.
    4) Equip them with latest weapons. Police cant prevent crime with a lathi in hand in this advanced world.
    3) Increase number of courts and judges in huge number as I feel if one can get justice in time he/she will not fear to take action against crime and dishonesty.
    4) If somebody commits a crime it should be registered in a centralized system where one can get information about particular person. It will help employers as well as banks and common people and all those criminals will also think of it in advance before committing any crime.
    5) Permission to file case against any government offices
    Can this be done as soon as possible. Can we do this so that we can make tomorrows india fearless. And I am looking at you with great hope.

    It is good to see the concept of gujrat vibrant materialising but is it the exalted cause the nation requires. The nation is a unique composite mix of unique states. The weakest link was revealed by the latest attacks in Mumbai revealing our deficiencies and weaknesses innate in this system.

    why cant we think on a larger canvas. When president Obama took oath he said ” god bless the united states of America ” against the customary saying ” God bless america ” stressing the need to have a common goal which will unite the white americam, black american,yellow american,brown american etc…..

    it is good that revolution has started in one place called gujrat. But is it really good eneough.what can be done to spread this revolution throughout india ?

    This is the first time i have come across this website and i found it captivating. I am impressed by your blogs and replys people have left and more interesting is that a muslim friend too has favoured the BJP(usually which is not a common case).
    This is the place where the youth can share their views about the party(BJP) and help transform it into more effecient and able one.
    I read the “Vibrant Gujarat” article its a great accomplishment by Mr Modi and I am happy that Karnataka too wants to go the Gujarat way. What is worrying me now the most is the recent attacks on Christians in Karnataka and the Mangalore pub incident,which is being compared to the Taliban which is horrifying. The BJP Govt hasnt done much to arrest the perpetrators, I am afraid that i have to think twice to vote for the BJP in the coming elections. I would be glad if you take effective measures to bring justice to the victims who have suffered in these incidents.

    To me, the desperation of Mr.Modi to show development in Gujarath shows his desperation in wiping out his bad image on the gujarath masaccare, which many (including US) beleive till date was architected by this man. To be frank, BJP should avoid bringing him to the center stage as it would be really affecting its chances in states like TN,AP where Modi’s image is quite bad. I like the party structure, discipline, aspiration and integrity available in BJP which are completely missing INC, but the only issue I have choosing BJP is its inactiveness in opposing the right extremists (am really upset with whats happening in karnataka, really pulls down BJP’s chances in that state by a great degree).     In my opinion vibrant Gujarat is because of two reasons. First, it received lot of attention in media for that godhra incident. Second, because of govt.development works. In this parliamentary campaign, stress should be given to employment and formers issues. Let the terrorism be a common and secondary issue. For a common man in village, food and shelter is more important than what is going on in Mumbai or Bangalore. I here by suggesting to concentrate on region’s regional issues in the campaign throughout. That will fetch more votes. For in Karnataka, speaking about Ram mandir is irrelevant to certain extent, though hinduthva may be a common. Communal speeches may fetch positively in Gujarat ,but not in Karnataka.
    I want to see you PM of my country sir. That creates a hope for youths like me to enter politics and serve the nation.

    Actually we are failing to provide above to common people of India, even in Gujarat also Sir. Common man has nothing to do with regionalism (as they know that he has to migrate from one part to other) and religionam (they know that he will not get any thing out of it). He has noting to do with what is going with RIL /TATA/BIRLA and SATAYAM as they know that end result will ultimately pass to them only not to politician or industrialist. He bothered and concerned about 3 things.
    1. want food
    2. want education
    3. Want good health.
    And combination of these three is base for development. Yes we also can’t ignore industrialist, both has to be balanced.
    Also want to give one suggestion that sir never be biased for any one as you know the truth what happen in Gujarat especially in Godhra. So pls. assured nation that main culprit must be panelized once you came into the power.

    I truly appreciate the vibrancy Mr Modi has created. He has enunciated on the holistic development. He is truly in love with Gujrat.
    As elections are coming up in the near future and i would certainly like BJP to win the election. I have certain issues as a voter/shareholder. I feel that the statements made by BJP spokespersons addressing their election winning criterion is very negative and non-proactive. We are constantly trying to figure out mistakes done by the Congress in the past without providing a plan of action to improve various issues.We the young generation is wanting to know the plans and actions which will help the nation. The awareness of the mistakes made by the congressmen can be point made but not the entire voting criterion.
    Also we should address all this in a very sublte mode in election advertising which i think Mr Arun Jaitley is handling not to the best of his ability. High hopes will not let us shine!

I think we are not propperly utilising the name Narendra Modi. I feel his name should be used more often in the elections than before. I am staying in the opposition dominated area and people here are often inclined to your oposition. But when discussing on politics I came to know that many are ready to back the BJP with the name MODI. There are 2 proposals i would like to make. Hope its acceptable to you.
