Ladli Laxmi Yojana: We’ll implement it nationwide and make every girl child a ‘Lakhpati’

My website received a lot of appreciation for the creative manner in which our team presented the message of greetings on March 8, International Women’s Day. The usual masthead of the website was replaced with three alternating screens, the first saying “Naari Tum Shraddha Ho” (Woman, you are Devotion); the second saying, “Naari Tum Samskaar Ho” (Woman, you are Culture); and the third saying, “Naari Tum Shakti Ho” (Woman you are Strength). The idea was inspired by the famous lines by renowned Hindi poet Jayashankar Prasad:

Nari! Tum keval shraddha ho,
Vishwas-rajat-nag-pal-tal mein,
Piyush srot si baha karo,
Jeevan ki sundar samtal mein.

(Oh woman! you are devotion personified
Under the silver mountain of faith,
Flow you, like a river of ambrosia
On this beautiful earth.)

“Shraddha”, “samskaar” and “shakti” — these three words capture some of the greatest attributes of women in general, and Indian women in particular. Nevertheless, it pains my heart when I look at the statistics about the development status of women in India.

• Female life expectancy: 64.6 years.
• Infant mortality: 57 per 1000 live births.
• 53% women give birth without the help of skilled health personnel.
• Maternal mortality: 301 (per 100,000 births).
• 100,000 women turned out of their home due to stigma of TB.
• Female literacy: 47.8% (bottom fifth in the world).
• 6 crore undernourished children and 80 lakh suffering from severe malnutrition (more girls than boys among them).

What worries me the most is the declining gender ratio in India 1000 (male) to 933 (female). In some states like Punjab and Haryana, the situation is precarious. Nearly two million female foetuses are reportedly aborted every year. We have a stringent law against prenatal sex determination tests. However, law alone is not enough. Last year, when activists of an organisation called “Beti Bachao” called on me, I said, “There is need to launch a sustained nationwide campaign, combining both government and non-government efforts, against evil practices like female foeticide.” Already, the “save the girl child campaign” launched by the BJP Government in Gujarat has addressed the issue of gender imbalance. Previously the gender ratio was 802 girls/ 1000 boys; it has improved up to 894 girls /1000 boys. Similarly, the Kanya Kelavani Abhiyan has successfully reduced the drop out rate among girl students from 41% to 2.5%. If the BJP and NDA are given the mandate in the next parliamentary elections, I shall personally lead the ‘Beti Bachao’ campaign as the head of the government.

Poverty is one of the main reasons for the discrimination against the girl child at home. This has resulted in lower literacy rates and higher dropout rates among girl children. During my travels across the country, I often see young girls, who ought to be learning and playing in school, carrying mounds of firewood on their heads. Clearly, it is the moral duty as well as the democratic responsibility of both Central and State Governments to strive their utmost to remove gender imbalance and promote gender justice in every area of development.

In this context, I must commend a scheme called the “Ladli Laxmi Yojana” started by the BJP Government in Madhya Pradesh in 2006. In a very short time, it has proved to be one of the most successful social welfare schemes in the history of the state, thanks to the political will and sustained personal attention that Chief Minister Shri Shivraj Singh Chauhan has brought to bear on its implementation. The principal aim of the “Ladli Laxmi Yojana” is to eliminate school dropout among girl students and to encourage them to study at least upto the pre-college level. Under the scheme, the state government buys savings certificates of Rs. 6,000 each year for five consecutive years for every girl born into a family. The girl gets Rs. 2,000 after she completes the 5th standard, another Rs. 4,000 after she completes the 8th standard, Rs. 7,500 after she completes the 10th standard; Rs. 200 per month in her 11th standard; and a lumpsum amount of Rs. 1,18,000 after she enters the 12th standard or, alternatively, attains the age of 18.

It is my promise that, if elected to form the next government, the NDA will implement the Ladli Laxmi Yojana in every state. It will be our endeavour to make every girl in India a “Lakhpati” by the time she attains maturity and is ready to enter a new phase of her life. As far as the girl child is concerned, her care cannot be the responsibility of her parents alone. It is equally the responsibility of the government.

Ever since I heard Prasoon Joshi’s lyrics for Aamir Khan’s Taare Zamin Par, I have become a Prasoon fan. In the context of the women’s empowerment campaign current these days, I chanced to see a Prasoon Joshi video clip of a touching song he has written for a Shubha Mudgal album, but which he in this clip had beautifully rendered himself. In this song a girl is pleading with her babul (father) as to what kind of groom she would not like to have and what kind she would prefer. The song opens thus :

Jiya mora ghabraye, babul!
Bin bole raha na jaye

(Papa, I am filled with trepidation; but I cannot but speak out my mind)

The opening stanza says:

Mohe sunar ke ghar na deejiyo
Mohe jewar kabhi na bhaye.

(Do not wed me to a goldsmith; I have never been fond of jewels)

In the same vein she goes on to plead with her babul not to marry her either to a prince or to a trader.

The girl winds up her entreaty with a seemingly quaint request.

Babul meri itni araj sun lijiye
Mohe luhar ke ghar de dijiye
Jo meri janjeerain pighlayen!

(Papa, I urge you to hand me over to an ironsmith who can melt my chains)

The plea may seem queer, but in our male-dominated world, it is very meaningful.

    Shivraj Government is also giving lots of money to gift various things to gals in school in middle and secondary level.Thanks for such good policies.

    Dear Advaniji:recently one has read a lot about BJP unfortunately negative-Jaitley issue, Orissa etc. For a BJP fan these are disturbing, maybe deliberate attempt to stall BJP Whatever the case be people will tend to feel that the unity/will, required to win is lacking. Critical in elections is body language and when one sees you its always with a serious look-we do need that smile and feel good factor People are already sad with happenings and thus look for a leader who can motivate them, bring a smile on their face-sorry to have put this across “in the face”-having voted BJP in all state and general elections want BJP in power hence-please take charge as a PM in waiting, meet the media one on one, town hall meetings connect with people, leave press briefings to jaitley and get youth to form part of yr meetings-Its the image that will count-off a leader who smiles, has youth backing and cross section of population supporting that will win the day. pranam. keyur

    It is really commendable to hear success stories of the schemes run by the BJP governments….it takes a collective will of the incumbent party, the various government and non government bodies invoved in the scheme for it to be successful and the fruits to reach the intended recepient…and if this is happening in this scheme then it is a success story which should be replicated in other states….and a lesson for governments who launch a plethora of schemes in budgets, help beauracrats and politicians make good money and fade away in obivion…..

    Good to see your plans for women. Your personal image is too damaged amoung women to be repaired by few plans/announcements like this. When the mangalore attack happened whole of indian women were looking at you for help as you are the ONLY person who could have given justice to them, but you opted to keep mum. Months after, recently only you condemned it which sounded a election stunt. I along with millions of other indians like to see you to stand out of the ordinary vote bank politicians and expect you to act with your heart. Had you give a go to your karnataka team on banning the organisation which assaulted women, you would be greatly respected by women and other educated people, but you didn’t. Your party acted to save the criminals who attacked women, it was a open threat to personal rights given by constitution. As a PM runner you lost your image there. Please keep away from them, Ban them. that is the ONLY way you can win our confidence.

    But you have forgotten our Elders,The Senior Citizens.Pls read below and hope you could help them.

    The growing population and voice of senior Citizens can’t be ignored. At present India has around 7.5% of Elderly out of total population, but Senior Citizens constitute to around 13% of Voters.This 13% huge and powerful and unrecognized segment of voters can’t be left alone, they can’t be ignored. Political Parties has to include projects and programmes for the benefits of Elderly in their respective Manifesto. Government has to address the issues and problem of ever growing population of Elderly. This is warning call to all political parties if you ignore elderly then this strong 13% will rise and will make days difficult for you.

    The post is nice and the initiatives highlighted are excellent. I am a big admirer of Modi and also the other BJP governed states such as MP. Clearly, most BJP or NDA ruled states are providing much better governance. The UPA ruled states are in shambles except maybe Delhi.

    I want to make a suggestion. The “Advani for PM” campaign run by BJP is wonderful and obviously it is omnipresent in the cyber world. What maybe helpful is to tag along with the “Advani for PM” link an other link on all website to artcile such as the above. For eg. “Advani for PM” and then along with it “Advani’s views on Women” or “Advani and India’s IT vision” etc. These tag lines could be changed on a daily basis and a few of these tag lines could be repeated once every 3-4 days.

    I wish you become the PM of India.

    You are the only official prime ministerial candidate in the race as of now, though there a lot of other ‘private’ or ‘independent’ aspirants. Therefore it is worthwhile and satisfying in having a dialogue alive with you.

    You will need a basket of 100 such programmes to be launched one per day, for the first 100 days you will spent in the office. It should have a wide range and impact such as health in general, women and children’s health, primary educations, farmer issues, small - scale industry issues, SC & ST and OBC issues, minority issues, marginal urban population issues, shelter or all, clean water, air and food for all, clothes for all, employment for all, round-the-clock electricity everywhere, multi purpose identity cards for all, jails for all criminals (including Sanjay Dutt), policeman/woman on every street, doctor in each village and so on.

    Announce them by month end and let us see the impact it makes.

    The idea behind this plan is good. But isn’t this discrimination based on sex? What about the male child? Poor people with male children, who never discriminated against the female child, will feel left out and discriminated. And even male children studying in schools will feel discriminated when their classmates are getting paid for just being female. This seems to be poorly thought out plan.

    And what about the country’s growing fiscal deficit? How do you plan to manage that?

    First of all I hope you do get to read the comments posted by us. I hope its not only your campaign managers who go though this. I have been a BJP and your supporter ever since I remeber. I was born to parents who are loyal to BJP’s ideoogy. However, recently a lot of BJP’s stands have been too jingoistic. When I read this blog about Ladli Laxmi yojana, I liked the concept. Seems like the saffron brigade cares about the girl child. A question that arises is: where were you when certain antisocial element who malign the name of Lord Rama by calling themselves Shri Ram Sene were beating up the same women in Mangalore.
    Sir, such issues have created doubts in minds of voters of my age group about the viability of BJP as a ruling party. There is a rot in the culture. People are using the name of Hindutva for all sorts of stupid activities. Its about time you stem the rot else you will lose the RATIONAL Indian.

    We would like you and the BJP to elucidate your plan on infrastructure development in primary education. We would also like to know your views on the concept of school vouchers - where the actual choice of schools is given to the parents. We would like to know if other alternate schemes were considered along with the Ladli Laxmi Yojana and what are the merits of this scheme with respect to similar schemes relating to education? Is this the most effective and efficient utilization of resources for fixing primary education? What other programs in conjunction with this are planned to be implemented in the primary education sector.

    India is a multifaceted country, multi religious, multi cultured and even steeped in multiple castes. And we have lived like this for umpteen number of centuries. I expected that you having lived trough 1947 will understand the consequences of communal divide. Seems to the contrary

    Winning is important, but winning at what cost??

    The list of questions is long. For I am trying to find the correct path, the path shown by a religion that is beyond comparison, that accepted and adapted to change. My religion still teaches me the same, are you sure your’s does that?? I have been proud to be a Hindu, but every time you berate another religion you berate me too. I learnt Vasudhaiv Kutumbakam in this religion long before world heard about globalization, but today my own country cant hold together, and I just wonder why?

You stand tall amongst the present day politicians, yet English media’s coverage of you as a political leader is insulting to say the least. Their suspect national and religious credentials results in blatantly prejudiced coverage of BJP and its leaders. To counter this propaganda, I request you to emulate Ms. Jayalalitha’s and Ms. Mayawati’s treatment of media. In fact, BJP should shun English Media completely since their limited influence in Lutyens’ Delhi does not determine the reach of a leader. It is agony to watch English news channel anchors ganging up against BJP members in connivance with Congress and Communists.     Bangalore or for that matter Karnataka was not like this. Look at the events in Mangalore. Who gave the right to the some moral police to tell me what should I do, to whom should I talk. I thought we lived in a democratic country! And to add to it the home minister has the courage to say on TV that media should not bring such issues to him! I was a strong BJP supporter for past 10 years; But after what happened in Karnataka, and the state government’s inability to do anything about it, I am disillusioned with BJP. To crush the society’s freedom and culture, women are the most easy and soft target to instill fear.

    This is, no doubt, a good and sound plan!! Do you think Indian public woried about such plans? No they do not. They are only woried about that Rs100 or Rs200 which they will get from attending election meetings or will get in slog hours. :-) Very painfull but truth.     First, I do not understand how the above mentioned scheme will harm the poor. Is there a logic or are you just oppossing it for the sake of opposing? I have personally seen it work in guj and mp.

    Second with regards to kandhahar, manmohan singh was the congress representative during the all party meeting when the decision to bring back the hostages was taken. He had insisted on India doing whatever is required to get the hostages back. Also, sonia and rahul were consipucously silent and never once opposed the move. They now falsely and misleadingly claim that NDA took the decision as against it beeing discussed in an all party meeting and they also forget that they had the same view and infact never opposed it.     Both ‘beti bachao’ and ‘Ladli Ladki Yojana’ are noble ventures but:

    1) What abt the cheks and balances to ensure that the girls are not exploited for money?
    2) What about the burden on the exchequer given our already balooning budget deficit?
    3) How about combining both plans into one with proper checks and balances?
    4) Finally, why has BJP groomed a female leader with a potential to be the voice of the party and one who holds her own and leads the shows? All such potential female leaders have either been booted out of the party or made to lose their shine.

    The people of India have been repeated being bluffed and cheated by use of the word ‘SECULARISM’.     Sir, i request you to personally read this mail and reply me. i realy liked the way you have made an initiative to get a some what justice to the women inequality in this country. but my request to you is why on one side you make such respectable plans and on other side women and girls are taken to task by some so called moral policing. specially in the states which is ruled by your government. And when you ask your conscience deep down you would feel that government has litrally done nothing to bring these people to justice.     The BJP Media Cell, kindly take note of the following and raise it whenever the well-known danseuse Mallika Sarabhai challenges Shri LK Advani in Gandhinagar, Gujarat.

    1) Mallika described in an English interview (a majority of Gujaratis missed, it obviously) soon after Modi’s 2007 win in the Gujarat Assembly Polls, that not everybody was brain-washed in the state, as several constituencies had seen close fights, indicating people didn’t totally agree with Modi’s politics. I, as a Gujarat voter (who also resides in the Gandhinagar constituency), found this statement highly provocative and insulting. It not only describes an acute lack of faith in democratic functioning on Sarabhai’s part, but also bears the hallmark of Laloos and Paswans from Bihar and Shaikh Haseenas and Beghum Zias from Bangladesh, who will either choose to denounce the electorate or the Polling authorities soon after any electoral defeat.     Unfortunately for India it is one of the few countries where its majority population of Hindus and its women have been far too long treated as second class citizens.     I was positively appalled that they declared him the architect of the development in India when it was the private entrepreneurs that were doing it. Even the highest growth rate was logged during the BJP era, it just went downhill from there.

    I believe he was chosen for this role for his spineless qualities as he is what the rest of the world see him as “a placeholder” for the next Gandhi.

    Congrats to the BJP and also Advaniji for projecting real achievements of regional leaders like Modi and Chavan. It is a sign of things to come when NDA comes back to power. When there is proven leadership and achievement on one hand why would anyone risk handing the country to a clueless prince from a dynasty?!
    The BJP should implement creatives ideas as Chavan’s Ladli-Lakshmi and Jayalalitha’s cradle scheme at the national level. It is imperative that women especially from rural areas get equal opportunities. Hopefully the NDA gets good majority to pass the women’s bill. Women of our country don’t need crumbs thrown by the chauvinist neta like Laloo and Mulayam- they deserve their legitimate rights.

    We should learn a lesson from congress when there was a critical situation they had employed each and every mode which they could and won of the vote of confidence and made their alliance stable and run for complete 5yrs period.

    Que.4 To be honest lots of issue about water irrigation as I’m son of farmer I know my father struggling to get canal water because my farms are very far away from water canal approx 5kms.. no other source for water yeah boring Pump is here but water level is to low this is our 3rd attempt to get the water last two times we were not succeed and invest 1.50 lacks to get the water but still not enough water for irrigation. This is not only my issue every single person in my village struggling to get the water. for this issue if you have any plan..???

Every parents wants his child to be educated, but it may beause of the superstions and economic problems that some parents dont dare to educate their child. But with Ladli Laxmi Yojana all the girls get educated and we may see the quick rise in the literacy rate among girls.
    The idea to start Ladli Laxmi Yojana is great, but plz make sure that it get implemented in the right way. In Andhra Pradesh, congress govt. plans many good ideas which can really help the people, but the thing which they lack is in implementing. The higher officials plan for it and when it comes to the implementation the lower officials eat the money so the plans go waste. So plz make sure that you pple implement it in the right way..

    This type of statement should not be entertained or taken so lightly, this is a kind of statement which is take similar to what Raj thakrey made. This type of statement came from a senior person who is respectable member of minstry. This shows that how biased Mr. Pranab is with language or so called regional party.
    This is true that person have some soft corner for the roots they belong. But imagine this is the thinking of a to leader, and the media is taking this very lightly.
    This is really shameful and condemn at all the level by all the part of society.
    Imagine what happen if from South some one will say there is no prime minister from Tamil speaking and so on.
    I would say that even election commission should take a strong action against Pranab dada and even pranab da should maintain deignity of his ministry, he is not representative of only Bengal. He is minister of India where tons of languages are spoken.

    I consider this blog as a remarkable initiative and i assume that the BJP aims not only to garner support through this forum but also get a hold of the nation’s perceptions and aspirations.
    The BJP recently launched its election manifesto. It is quite comprehensive but it reminds one of a bygone era. Except for certain issues, which are ingrained in BJP policy such as the Ram Mandir, it reminds one of the Socialist era and of an approach adopted by early Congress Governments. It gives the impression that the Govt. would act as a caretaker for the people, an approach which Modern India is fast leaving behind.

    The BJP is trying to repackage an old offering. I would like to draw your attention towards certain issues which i think are of more importance than what has been highlighted in the manifesto.
    1. The Ram Mandir V. The Ganga: It is almost comical that the BJP considers Ram Mandir as something vital to the interests of Hindus in the country. Being the astute political leader that he is , i am surprised why Advaniji has not yet realized that Modern India has moved far beyond the Ram mandir. No Hindu considers the construction of Ram Mandir as essential to the survival of his faith. Lord Ram, for Hindus, does not exist in a temple. He is imbibed in the Faith of millions in this country.

    about reservation sir,a policy which has been hampering my growth and thousands of other capable and deserving students.I bore its brunt when I gave my PMT and had to settle for less than what my colleagues who were from the same coaching,same school with lesser marks and more educated parents solely because they had “quota”.Sir this system is diluting the merit and creating further discrimination on basis of caste.Till school I did not know that those people were SC/STs since there is no reservation in schools.

    My comment has become very long but I must get back to books sir,it’s very difficult for a general category student to survive the competition these days.In practise we are the actual backward class these days. Hope you will understand my point and will bring about the necessary changes once you are the prime minister of this country where everyone is equal and there is no bias on basis of any religion or caste or what we call a RAMA RAJYA.All the best sir.I am voting for you :)

    I read about the idea and it felt nice that this idea was raised by a politician.
    But I do feel that in India most of the money meant for such schemes gets lost in the official quagmire. And therefore these schemes don’t do any good for the society. An example is the mid day meal scheme which is in dire straits because of official mismanagement. Probably it would have been better had I given my tax money to some charity than to the government.
    A better idea would have been to use the same money for development of infrastructure, for ensuring that business develops in different parts of the country by giving tax breaks to businessmen. Maybe we can make businesses tax exempt which are in the name of women. Also something along the lines of micro credit in Bangladesh would help. Needless to say any and all government initiatives fail to take off because of inherent corruption and therefore any idea which doles out money as a largesse is bound to fail.

    Somewhere in 2000-2001 NDA Govt started the highly acclaimed “pradhan mantri gramin sadak yojana”, which was targeted to build roads in the rural areas across the country resulting in proving employment and better connectivity to the unconnected people.

    And now the UPA govt has started the NREGA - which nothing just same scheme with a new name ….. which is creating a lot of attention from the general public.
    this scheme aims to provides employment to the people of rural area which are in turn build the roads in their local neighborhood. but its actually spreading widespread corruption and the benefit is not reaching the real people.

    Would like to see the BJP and the NDA highlighting the development policies and programs started during the Vajpayee regime.
    its not about what UPA didnt achieve …. its about what NDA has done in the past and can do in the future and how it actually makes INDIA SHINNING ……

An unbaised newschanned with an unbaised anchor. ndtv is very biased i have followed their coverage . try CNN IBN or any other one, but definatly try a hindi one too. avoid some sensitive questions and focus more or your agenda on how you will make india a better place.right from security to economy ,education to ragging and women issue to environmental issues. Believe me the young voter of india wants to know if you think like a strong ,young man with ideas or in other words like a loh purush.

    Going a little out of way, we the youth of india in general & the urban middle-class in particular would seek your feedback on the following-

    Every party promises that they would imply several plans largely for -
    1. Women
    2. Minorities
    3. SC/ST/OBCs
    4. Urban Poor
    5. Rural People
    6. Industries
    7. Etc.

    Implying programs for education/employment/concessions in all of the above and more is necessary.
    But we would like to know what shall u, if you form the govt., will do for the “young urban entrepreneurs”. They are more than a graduate, they are in lack of capital, they dont want to do a job(market is bad anyway) & they have lots of ideas & enthusiasm.Also, they form the strongest part of all urban electoral lists.
    We sincerely hope to listen something constructive on your side, soon!

    I am supporter of BJP but I only see this as populus majors. One more thing in your manifesto i.e. giving Rice @Rs.2/- is very shocking. I think this should be scrapped. BJP should not go for all these nonsense as this is bad economics. Even NT Rama Rao was more practical when he announced Rice @Rs. 2/- in year 1984, at that time good quality rice must be costing around Rs. 8. Inflation has rised. and I think Rs. 10 per Kg. rice would be more practical and people will get what they deserves as Rs. 2 value is not their which existed during NTR era

    Sir, Cong and Comm are just misleading people. Godhra- why don’t they see the cause of that -the ghastly train carnage. This was the start of it. Khandamal- The trigger was the killing of the Hindu monk. Who were the killers? Why were they not identified. No wonder the Cong and Comm are hypocrites. 1984 anit-Sikh riots- some Cong people said it was the emotional reaction of prople. While reaction is pardonable (no wonder no one is convicted in the case) for Cong and Comm, the same does not apply to BJP. This is hypocrisy. Khanadahar- Sir, why don;t you say that Khandahar is not in India and that our forces were not like Israel’s to repeat what they did at Entebbe. We did not have the support of US that time as well. Even in Mumbai, we just happened to have one terrorist alive; rest were all killed!!! So what was the great effort made by us in Mumbai? It was in fact the failure of the Center to have permitted such an event to take place when prior intelligence existed.

    Could you tell me Mr Advani, why the BJP has not mentioned following up on the river linking project? Surely this would be an effective issue to take up, considering that it would bring equity in water distribution, fertile land, booming agriculture for our exploding population, and a better life for all? The NDA had taken up this issue of river linking, but the UPA killed it. I remember the Supreme Court asked for a statement on river linking but unless I am mistaken, that too has been forgotten.

    Instead of throwing away 70,000+ crore on waiving debt to farmers which has not reached them, but has gone into Congress pockets, that money could have gone into beginning the river linkage in certain drought-prone areas. Awaiting your reply.

    First of all I must say that this forum & blog must be merged with main BJP website now that our polls are over!

    Swadeshi & Hindutva can only revive BJP: We Hindus can’t leave our basic ideology of Hindutva & Swadeshi for secularism (literary meaning anti-religion) & globalization of Congress or socialism of Communists or there will be no difference. Indian nationalism has its base in Hinduism & wherever we are minority like Northeast or Kashmir there is unfortunate separatism. Non-Hindu Indians are part of same nation & must have equal rights as us but nothing more or less. This basis of equality will culturally unite us on ideological foundation of one country, one nation & one law which is Hindutva! Hindu nation is not a political but a religious concept encompassing global Hindus. So civil, political, family & Govt laws & facilities must be same for all & we must have uniform civil code & compulsory maximum 2 children policy for Indians of all faiths.
